Title: Approval for reopening of service station and shop

The licensing sub-committee of Trafford agreed to Amma Garages Ltd’s application to operate the Londis-franchised business, which will now be called the Essar Chapel Lane Service Station.

Residents in Ashton upon Mersey raised concerns about the initial proposal to operate 24/7, selling fuel, food, and alcohol.

Approval was granted after director Mohankumar Dhanabal agreed to reduce the operating hours to 6am to 11.59pm every day, with only refreshments [coffee and tea] available from midnight to 5am.

Licensing consultant Patrick Burke, representing Amma, mentioned that his client manages several shops and service stations.

“They have a history of training and employing local individuals who then pursue successful careers,” he stated.

“Most of the objections pertain to the operating hours,” he explained. “Therefore, we have decided to shorten the hours.”

He clarified that complaints from neighbors regarding a nearby car wash were not related to Amma Garages.

The car wash was not part of the Amma business and would be leaving the premises in February when its lease ends. Following that, a new restroom facility would be constructed on the site, according to Mr. Burke.

“Simply refurbishing the facility and getting the fuel pumps operational again has cost over £200,000. Profit margins from fuel sales alone are minimal at 8p per liter, so incorporating retail is essential for a sustainable business, which is quite challenging in today’s market,” he added.

Chair of the panel Cllr Emma Hirst emphasized that the key concerns were compliance with environmental health issues raised during the application process.

“We have carefully reviewed all objections, most of which are related to operating hours, now addressed,” she remarked.

Speaking to a small group of objecting residents, she assured: “If there are any future issues, you can bring them to the attention of the licensing committee if the conditions are being violated.”

Addressing Mr. Dhanabal, she commended: “We are truly impressed by your responsiveness as the operator.”
